Directions

  1. Mix flour, milk, and sugar together in a bowl. Cover and allow to rise, 30 minutes to 1 hour.

  2. Punch dough down and separate into 20 equal-sized bun shapes.

  3. Place a steamer insert into a saucepan and fill with water to just below the bottom of the steamer. Bring water to a boil. Add buns, cover, and steam until tender, about 15 minutes.
